Flora Lauter was born in 1874 in New York, but began her art career in Indianapolis as a student at the Indiana School of Art and the John Herron Art Institute. While there, she studied with T. C. Steele, William Forsyth, and J. Ottis Adams. Flora continued her art training in New York at the Chase School of Art and the Henri School of Art. In New York, she took classes from William Merrit Chase, F. Luis Mora, Kenneth Hayes Miller, Kenyon Cox, and Robert Henri. She later studied, during the summers, with John Sloan in Gloucester, MA. Flora worked in oil and watercolor, painting landscapes, portraits, and floral still lifes. She traveled extensively, painting on Long Island, in Spain during the summer of 1908, and spending three years painting in France, Ireland, England, Italy, Belgium, Holland, and Switzerland. She returned to the states in 1912 and set up a studio in Greenwich Village in the fall of that year, a studio she would maintain until 1929, when she returned to Indianapolis to be closer to her family.
