William Seltzer Rice was born and grew up in Lancaster County, PA. Upon entering the recently created Drexel Institute (now Drexel University) in Philadelphia, he was already a practicing artist through self-study. He left left Pennsylvania for California in 1900 and eventually settled in San Francisco. He was introduced to Japanese woodblocks at the 1915 Pan-Pacific Exhibition in San Francisco and from there, he devoted himself to craft.
