Wilbur Meese was born in St. Joseph, Illinois in 1910. Growing up on a farm, he gained an appreciation for the charms of small towns and rural life; subject matter that would find its way into his watercolors.

He actively painted throughout his life. His works were widely exhibited and highly sought after. He exhibited in the Hoosier Salon no less than 25 times and won numerous awards. His work also won awards at the Indiana State Fair, the Indiana Artists Club, Watercolor Society of Indiana and the Kentucky Watercolor Society. His work can be found in the permanent collections of Indiana University, Purdue University and Indiana State University as well as many private and corporate collections.

Wilbur Meese worked as a commercial artist, a package designer and became Art Director and Manager of Advertising Design for Eli Lilly and Company, retiring in 1973. He was married to Ella Jean Ward in 1946.

He was a member and past president of the Indiana Artists Club, a founding member and past president of the Art Directors club of Indiana, and a charter member and first president of the Watercolor Society of Indiana where the members created a merit award in his honor.
